⏰As final negotiations approach, equity concerns remain on technology transfer provisions in the #PandemicAccord. 🙋🏽‍♀️The issue? Some countries insist on the use of the word "voluntary.” 🧑🏽‍⚖️ Here, 30 legal experts from around the world explain why that's redundant. 🧵

💪🏼Without the word “voluntary,” would the Pandemic Agreement force manufacturers to transfer technology? 🛑No. 🤝The phrase "mutually agreed terms" already implies consent. 🧴States Parties’ commitments (Article 11) focus on facilitation, not coercion.

🙋🏼So, if tech transfer is already voluntary in practice, does adding "voluntary" to the definition pose any risks? 💯Yes—several.

⏲️ The negotiating session for the #Pandemicaccord has been extended just a bit as negotiators return to the capitals for the final sign-off. 💉Just a few issues remain - tech transfer and if parties can opt out of an annex on PABs. 🏁 Final outcome is expected Tuesday. 🧵
