In a measure designed to boost employment, the Chancellor opted for raising the annual, and scrapping the lifetime, allowances for tax-free pension saving. This cost around £1.2 billion, but is expected to increase employment by just 15,000 – around £80,000 per extra worker...

The policy was well-motivated, driven by a desire to retain older, highly paid public sector workers, such as NHS consultants and GPs. But the changes are not well targeted: 61% of non-retired individuals with pension pots over £750,000 are employed in the private sector.
