Chris Taylor Chris, Hannah Woodhouse myself and others suggested just this whilst leading @CSCJES in 2013/14 it never gained traction for many, many reasons. In fairness to Gareth Rein and others like CardiffHighCurriculum they have much reinvigorated this agenda. Centralisation is counterproductive.
