Keeping someone in a mental health crisis (who poses no threat to themselves or others) in a locked isolated room in emergency ward for now almost 48 hours with no access to phone, tv, books...bc there are no beds, is torture not treatment.

I just want to know when and why mental illness and SUD became a single treatment category in BC? There seem to be rules, programs, treatment protocols etc that were clearly set up for people with mental illness & SUD that are being applied to people w mental illness w/out SUD.
