Yes. That's what's meant to happen. Tax indexation and bracket creep are both ways of recognising the political difficulties of raising income tax rates over time. Howard preferred it to indexation. 'Tax cut discourse' is, therefore, largely a self-contained political pantomime.

We are deeply disappointed that, not only did the Budget contain nothing for people on social security, but the Government has cut 600 jobs from Services Australia. We have just started to see improvements to call and processing wait times, and the job is far from done.

A continued issue with electricity and fuel subsidies/excise cuts is that the majority of lost revenue is to higher income households. In the case of the fuel excise cut about 2/3rds of the savings go to the top 40% who frankly don't need it. theguardian.com/australia-news…
