I do not know anybody reasonable that believes a diploma is a necessary condition for being competent. The problem is entirely about information about someone you don't know. The best is to have worked with the person, 2nd best that someone you trust has, 3rd git/diploma.

So I take from all that that there is no theorised model of society where the elected people are somehow forced to work for the common good?

And it is a balancing act because (1) common sense is 99.9% of the time correct (2) there are many crackpot scientific theories out there.
