Researched 1st book at Afghanistan Center at Kabul University (ACKU) Found notes from Taliban 1st meeting w/ NGOs in '96 when group swept Kabul. Sought UN seat, issued rules: no high heels, mandated burqa, no laughing on street. No women out w/o male chaperone. Now comes 2021. Same discussions now lie up ahead.
