New paper on how to fix #CongestionPricing in New York City. Basic idea: Uber/Lyft/taxi passengers and delivery services need to pay per-trip or per-mile tolls commensurate with those paid by the drivers of personal cars. The toll on the latter can then be lowered to $9 per day.
