Definitely. Contrary to myth, the WTO is PRO-tariff, in that it seeks to "channel" protectionism into tariffs (& away from more distortionary non-tariff measures like quotas) & "bind" them at set (preferably, but not necessarily, low) levels. That helps ensure the predictability
