Brilliant analysis by Emmanuel Gyimah-Boadi of Afrobarometer on the status of democracy in Africa: “Despite the seeming new-found popularity of military governments in Africa, African citizens still demand democracy. But African leaders are not supplying democracy.”

“However, aversion to military rule has weakened. In our most recent surveys (conducted between 2021 and 2023 covering 39 countries), an average of slightly more than half of Africans (53%) were willing to welcome military intervention “when elected leaders abuse power”

“A continental average of two-thirds of respondents (66%) expressed a preference for democracy over any other system of government. Clearly, popular demand for democracy remains strong.”

“What is testing Africans’ faith in democracy, our data suggest, is the meagre supply of democracy, which we measure with citizens' ratings of their country as "democratic," and their level of satisfaction with the way democracy works.”

“These findings suggest that the African democratic challenge is more a problem of supply than of demand.”

“African leaders are opting for the autocratic path because they can. Unlike during the 1990s and early 2000s, they can now count on little or no pushback from their peers at the African Union or regional communities like ECOWAS.”

“The West, too, bears some responsibility. It has stepped back from promoting democratization. Meanwhile, China and Russia have stepped in. As they pursue Africa's resources and seek influence, they create enabling factors that deepen autocratic trends and political repression.”
