NEW: Radio Free Asia (RFA) and Middle East Broadcasting Networks (MBN) won in court today. The en banc circuit court in Washington, D.C. said that the district court's injunction holds, meaning that USAGM has to keep disbursing funds each month while the courts weigh the merits.
