One of the extraordinary things about what's happening in Syria is that both the Assad regime and HTS are targeted by multilateral sanctions. After Assad's ouster, any political process to reconstitute the Syrian state will require stepwise sanctions relief for both sides.

I wonder if the Syria sanctions will be now coded as ‘effective’ in history books and polisci databases. Worth remembering that large parts of the rebels are also under western sanctions before paining it as a masterpiece of economic coercion strategy….
