Yes, Proverbs 11:10 says people rejoice when the wicked perish. That’s a description of the relief people may feel when oppression ends, but not a command for how we as believers should respond. The Bible includes both descriptive and prescriptive texts, and this is the former.

As Christians, our response to the news of someone’s passing ought to be different. I’d say we are duty bound to respond with compassion when an unsaved person dies without receiving Christ because that is the proverbial thing one wouldn’t wish their worst enemy
