It'd be easy to fix the budget bill. Get rid of new tax cuts and spending. Replace Medicaid cuts to access with closing abuses on MA upcoding, site neutral payments, and Medicaid state directed payments. That's a more just and budget-neutral (with realistic dynamic scoring) bill.
