* No increase in Defence allocation; combat expenditure needs be met frm shifting non-combat heads of expenditure
This is a 'kill the economy'-'kill livelihoods' budget. Increase in defence allocation is unfortunate. Combat expenditure needs should have been met out of non-combat allocations. Relief measures will marginally benefit at most 20% of the population; bottom 40% will be crushed.
Ministry of Maritime Affairs grand plans for Gwadar are just hot air. Gwadar lacks land connectivity to market centres which make the port uneconomical. Ferry service will transport people, but not goods. Key to Gwadar's development is rail connectivity to Helmund, Afghanistan.
