The Chancellor has provided a £326 billion boost to public services and investment, funded by the biggest tax rises on record and higher borrowing. These include changes to capital gains tax, inheritance tax and most significantly employer National Insurance contributions.

Over two thirds of low-to-middle income household income now comes from earnings but – unlike for high-income households – benefits also remain important. In 2019-20, income from employment made up 70% of low-to-middle income gross household incomes, up from 63% in 1994-95.

The outlook for living standards this decade is poor. Real household disposable incomes (RHDI) is forecast to rise by just £1,200 over the 2020s. That's less than it grew over the 2010s,when it rose by £2,900.
