Twice today in Taamneh oral arguments, Twitter’s counsel said platforms should be exposed to liability in the U.S. if Turkish police told them a post was terrorist content, and they did not take it down. That is so obviously wrong, we shouldn’t need this chilling illustration.

At a quick skim, OFCOM appear to walk a very fine line in its guidance for "illegal content risk assessments." It doesn't *require* platforms to proactively monitor users' posts. But it's hard to say how platforms could comply without doing so, at least for sample sets. 1/

No doubt that EU has been very proactive with its laws on operations of Big techs. But, I doubt if the laws would be this strict if most of the big techs were domiciled in their backyard.

As of April 15th, 2023, Twitter has not submitted copies of any of the takedown notices it receives to Lumen.  According to Lumen's persons of contact there,  Twitter's 3rd party data sharing policies are under review, and they will update Lumen once there is more information.
