Impressive! Reminded me that once, we needed to determine the speed/territory covered by fly larvae burrowing in biofilms. I was very proud of my idea dipping larvae in E coli, letting it loose on a nutrient plate for 1 h and measure CFU surface a day later 😃

Not unusual. As editor, I have to justify that the decision is not a vote. A single insightful, credible and well-justified review (for or against publication) can override the others... so maybe more a weighed average.
