In politics, if you’re going to U-turn, you need to do it cleanly. Voters might forgive a change of heart but only if it’s decisive, well-explained, and backed by a clear plan. PM's retreat on Winter Fuel does the opposite. Hard to see how it will win back trust and cut through.
