1/ Understanding the Legal Framework 📜 While most respondents understand Uganda’s legal frameworks for digital governance (e.g., Data Protection Act, 4IR Strategy), there are no AI-specific laws. This limits progress on AI transparency, ethics, and accountability.

2/ The Gaps in Regulation ⚖️ Uganda’s regulatory focus is on broader digital policies. Specific issues like algorithmic bias, automated decision-making, and intellectual property for AI remain unaddressed. This lack of prioritization holds back AI’s transformative potential

3/ Challenges with AI Taskforce 🚨 The Uganda Communications Commission’s AI taskforce is criticized for lack of diversity and transparency. Predominantly male and older generations dominate, sidelining women, youth, and marginalized communities.

4/ Why AI Policy Matters Now ⚡ AI is shaping key sectors like health, education, and agriculture in Uganda. Without inclusive and robust policies, Uganda risks falling behind in leveraging AI for digital transformation.

5/ The Gender Gap in AI 🤖 AI policy development remains male-dominated, excluding women and marginalized groups. Gender-sensitive approaches are critical to addressing biases in AI systems and fostering equitable governance.

6/ Recommendations for Change ✅ ✔️ Develop comprehensive AI-specific laws focusing on ethics, bias, and accountability. ✔️ Ensure gender-balanced representation in AI taskforces. ✔️ Build public awareness and capacity in AI through education and campaigns.

7/ Call to Action 🔍 For Uganda to thrive in the AI era, we need: ✅ Policies rooted in diversity and inclusion. ✅ Transparent, accountable governance. ✅ Investments in local AI knowledge and skills.
