A few years ago we were excited with effecting liquidated damages from contractors due to time overruns until GoK became expert in delayed payments. Engineers became more of sympathizers than contract managers.

GoK paid road contractors 40% of pending bills to resume works in 30 days. Smarting with debts many contractors never moved even an inch back to site since the 40% payments had been recovered by banks due overdrafts. They are now expectantly waiting for 60% balances!

Not all infrastructure programs are for development. Many are for politics. Majority of stalled public infrastructure projects were not meant to be completed, there is no budget in the first place, but these had to be launched to attract votes.

Why is there shortage of highways engineering lecturers in our universities but we got a fairly good number in structural engineering?

In every department in a university there’s always this thorough Professor students tend to avoid as Supervisor in Thesis. Good thing is that once that particular Professor signs your report/proposal/thesis you are sure of graduating! There’s one at JKUAT Civil, guy is the goat!
