I read it, Social Environmental Justice. It says buses slow due to - rise in ride-hailing services - narrowed bus lanes - roadworks - not enough dedicated bus lanes - TfL's slow progress on remedies No mention of LTNs. Borough with the biggest drop in bus speeds, Richmond, has no LTNs. 🤔
