First: Polluters pay (alongside the Residential Property Developers Tax, RPDT), with 'orphaned buildings' funded as a priority. This will not raise enough and so we need a second option: Second: RPDT is extended to all accountable industry highlighted in the Grenfell Report.

DPA reform means more funding will be required and so: Third: No BSL introduced until all accountable Option 2. parties are legislated for. All RPDT industries included in BSL. A 10% BSL surcharge (based on the levy amount paid) introduced for Option 1 as ‘polluters’
