If VCs are encouraging infra plays because quick exits, it's difficult to discourage this behavior due to prisoner dilemma's dynamics. Which means we need activist investors that have the money to change things. An example: a fund that's 100% focused on app development.

If large VCs won't do it, then maybe people can collectively crowdfund apps using platforms like echo. Think of it like Kickstarter. Maybe you need more accountability mechanisms to ensure devs don't soft/hard rug. But at least this is a problem that can be solved.
