Hmm I predict there is more to this than meets the eye. Let’s see the details on how this will be implemented. My guess? There is no room at the inn; RCC’s are at capacity and this is the only mechanism available to comply with the FSA without spending more BOP $$ ASC Division on Corrections and Sentencing
