Up until very recently Metrolinx had no desire to run GO as anything but a basic commuter service, blocking their rail corridors through the city from operating at more than peak service in or out of the city. It's baked into their perception of their role.

This makes sense. Years of standing behind lottery players at convenience stores ("Winner! Gagnon!") has convinced me that the promise of a lucky win motivates people more than the quiet presumed virtue of recycling.
