I figured it out. In notepad Right Ctrl+Shift enables right to left text mode. Left Ctrl+Shift puts it back. This is a real pain because Ctrl+Shift+Left/Right_Arrow is select a word. At least now I know how to fix it without menus. This make word select very hard to use.
