Almost every single group in history that has committed mass atrocities has argued that they were justified in their actions. People don't just get up and start committing genocide - they first create an institutional and ideational context in which genocide appears necessary.

That's why we don't just take the word of the people who are committing the atrocities about their justifications. We interrogate them as much as possible using as objective as possible measures. That's why we develop norms and standards to make these determinations quickly.

These assessments allow us to act early and decisively to prevent even more atrocity in moments where judgement may be blurred by nationalist frenzy and revanchist fantasies. If the people whose job it is to make this determinations are saying "this is genocide" we must listen.
