IIT Professors don't get any fixed research grants from the government - this is outright misinformation. We operate in a highly-competitive external R&D environment. The only fixed grant a department (not Professors) gets annually is for UG/PG teaching labs. For example - IITD

No Ministry of Education Institute gets research funds. Our research fund is entirely generated through competitive grant applications and alumni donation (tiny part). What Prof. Manabendra is stating is accurate. The majority of Govt funding goes into salary and pension.
