2️⃣ This milestone marks a significant step toward promoting inclusive, transparent, and climate-smart urban transformation ensuring that land development processes not only meet planning standards but also strengthen community participation and environmental resilience. 🌍🏙️🌿

3️⃣ 🔑 Why it matters: Rwanda is advancing toward more equitable, participatory, and sustainable land use planning — where local communities, planners, and institutions collaborate to shape livable cities for all.

4️⃣ 📑 Key highlight – Article 15: Each Site Committee must invite at least three (3) consulting firms registered with the Rwanda Urban Planning Institute (RUPI) to express interest in conducting and implementing the project study.

5️⃣ The selected consulting firm must include: 1️⃣ A certified urban planner (team leader) 2️⃣ A certified land surveyor 3️⃣ A civil engineer 4️⃣ Other key experts as per the Terms of Reference This ensures multidisciplinary expertise and high-quality planning outcomes.

6️⃣ This step reflects Rwanda’s growing commitment to: ✅ Evidence-based planning ✅ Professional standards ✅ Climate resilience ✅ Community empowerment An excellent model for other countries integrating sustainability into land management. 🌍
