Hear me out: SCOTUS ruled yrs ago that line item veto is unconstitutional. But if Speaker Mike Johnson brings separate spending bills to the floor (instead of omnibus/CR), Trump can veto any of them individually. This would give Donald J. Trump flexibility without shutdown scare.
