Oh Dear. Someone commenting upon PFI and not understanding how it works. Govt (the NHS, water companies. Councils with potholes etc) is really bad at maintenance and upkeep. So a PFI contract is the building *plus 25 years of maintenance*. Not knowing this is a mark of idiocy.
