Govts make the mistake of believing that when they meet with the CEOs of large, established businesses, they've met with the "private sector". CEOs of incumbent businesses want to entrench their positions and keep out competition, which is inimical to most of the private sector.

The private sector is not only CEOs of large businesses but also small & micro businesses, the school-age boy selling gum at the roadside, the new entrepreneur just thinking about opening a guest house, and even the employees of the big companies. Those interests don't coincide.
