In the European Union and elsewhere around the world, AI governance is turning towards risk regulation. Risk regulation alone is, however, rarely optimal alone: For example, they do not offer those impacted by AI systems any rights and little avenues to seek redress.

Hard to understate the terrifying audacity here. Big Tech/Big AI has a draft that gives them federal preemption of all state regulation of AI--protection from legislation without ANY new obligations or rules. A ban on local democracy from the oligarchs.
